Qatar Labor Law: Protecting Workers


Qatar’s Labour Law, Law No. 14 of 2004 as amended by Law No. 18 of 2020, establishes comprehensive protections for all employees in the private sector. The law covers employment contracts, working hours, wages, leave entitlements, and termination procedures, creating a balanced framework that governs employer-employee relationships across the country.


Recent legislative amendments have significantly strengthened worker protections in Qatar, including the abolition of the kafala sponsorship system, the establishment of a national minimum wage, and the creation of workers’ support and insurance funds. These landmark reforms reflect Qatar’s commitment to upholding international labor standards and protecting the dignity of every worker.

Key Employment Protections


Employees in Qatar are entitled to a maximum of 48 working hours per week and 8 hours per day, with reduced hours mandated during Ramadan. Annual leave of at least three weeks is guaranteed after completing one year of service, increasing to four weeks after five years. Sick leave, maternity leave, and public holiday entitlements are also comprehensively protected under the law.


The national minimum wage in Qatar is set at QAR 1,000 per month, plus QAR 500 for accommodation and QAR 300 for food if not provided by the employer. These amounts apply to all workers regardless of nationality. Employers are required to pay wages through the Wage Protection System within seven days of the established due date to ensure transparency.


Resolving Employment Issues


When disputes arise between employers and employees, the Ministry of Labour offers free mediation services through its Labour Relations Department. If mediation efforts do not succeed within two weeks, cases are automatically referred to the Labour Disputes Settlement Committee, which has legal authority to issue binding decisions and resolve conflicts efficiently.
