Women’s Legal Rights in Qatar
Legal Framework for Women’s Rights
Qatar’s Constitution explicitly guarantees equality of all citizens before the law and prohibits all forms of discrimination. Women in Qatar enjoy comprehensive legal protections covering employment, education, political participation, property ownership, and personal status matters. The country has achieved significant and measurable progress in advancing women’s rights and empowerment over the past two decades.
Qatar ratified the Convention on the Elimination of All Forms of Discrimination Against Women (CEDAW) in 2009, formalizing its commitment to international standards for gender equality. The Qatar National Vision 2030 identifies women’s empowerment as a key strategic development pillar, supported by dedicated government policies, institutional frameworks, and public investment initiatives.
Empowering women through comprehensive legal protection is essential to building a strong and progressive society.
Employment and Education Rights
Qatar’s Labour Law explicitly prohibits gender-based discrimination in hiring practices, wage determination, and working conditions across all sectors. Women employees are entitled to maternity leave of 50 working days with full salary pay. The law further protects women from workplace harassment, ensures equal access to professional advancement opportunities, and guarantees equal pay for equivalent work.
Women in Qatar have full and equal access to education at all levels, from primary and secondary school through undergraduate and postgraduate university programs. Qatar University and other leading institutions actively promote women’s academic achievement and professional development. Women now represent a significant majority of university graduates in Qatar, excelling across diverse fields of study.
Family Law and Personal Status Rights
Under Qatar’s Family Law, Law No. 22 of 2006, women possess the full legal right to own property, enter into binding contracts, operate businesses, and manage their financial affairs with complete independence. Women can initiate divorce proceedings through multiple legal mechanisms, seek custody of their children through the Family Court, and claim financial maintenance from their spouses during and following marriage.
